Sometimes people submit their papers to the arXiv before they are accepted. Sometimes such papers are deadly wrong. Sometimes I get such papers as a referee.

So, now I have a strong temptation to use my referee report to write a "Comment on the paper.... by ..." and submit it to the arXiv.
Actually, it would be interesting to make it a general practice.
The main disadvatage is that the authors would known the name of the referee.

Why don't the arXiv make a special section for specially registered users (for example, with >100 papers and >1000 citations according to NASA ADS) to post such comments anonymously?

P.S. Otherwise, such an option - to post referee reports - can be given to editorials!
